In continuation of my Confidential

Despatch of the 22nd. ultimo, I have the honour to transmit

the enclosed copy of minutes of a Meeting held on the

Conclosure !!

15th. instant, of the Committee appointed to consider the

question of Compulsory Military Training, at which the

resolution, adopted by the Sub-Committee as described in

the 8th. paragraph of my Despatch under reference,

in

favour of Compulsory Military Training of youths between

the ages of 18 and 20 years, was accepted by the Full

Committee with only 2 dissentient voices. Your Lordship

will observe that Mr. H. Keswick and Mr. H. W. Robertson

who respectively represent the Firms of Messrs. Jardine,

Matheson and Company, Limited, and Messrs. Butterfield and

Swire supported the resolution. Mr. N. J. Stabb, Acting

Chief Manager of the Hongkong and Shanghai Banking

Corporation who was unavoidably absent from the meeting
